The Agora Protocol for Secure, Anonymous, and Scalable National Deliberation
Authoritarian regimes thrive by systematically dividing their opposition and silencing the populace, creating a crisis of disconnected voices. This paper proposes The Agora Protocol, a system for secure, anonymous, and scalable national deliberation, designed for integration with a widely-used platform like Telegram.
The protocol establishes a multi-stage deliberation process where citizens can find consensus on pressing national issues. It employs Progressive Identity Verification with weighted voting to resist manipulation while maintaining open access. Strategically, the project follows a two-track plan (native integration or a decentralized Mini-App) and is designed to transition into a public utility governed by a community-led Decentralized Autonomous Organization (DAO).
